So, this is just my perception, yours is to be respected; when I first watched Frozen I kinda liked him at the first part of the movie... Being nice to Anna and trying to convince Elsa to not shut out again... He cared for the people of Arendelle and lead an expedition to rescue Elsa... Heck, he even saved her from Weselton's thugs and brought her back to Arendelle... Until the library scene when I went WHT DUDE?! And then manipulating the dignatiaries and sentencing Elsa to death. Turns out not every nice guy is as nice as he seems.

So later on on posterior screenings you don't trust him... He's not being nice to Anna, he's luring her to his web.

He's not protecting Arendelle because Anna asked him to, but for his own interests.

He's not searching for Anna... He's going of to capture Elsa and convince her to end the winter spell, so then he can kill her.

Overall he's one of the best 10 Disney villains (Maybe 9 or 8 tops. You don't mess with Scar, Maleficent, Jaffar, Stepmother, Mother Gothel, Urusla and Claude Frollo)
